Job Overview
The Infrastructure and System Administrator will be responsible for managing, maintaining, and optimizing the technology infrastructure that supports the Hawaii Department of Human Services (DHS) Benefit, Employment, and Support Services Division (BESSD) applications portfolio. This hands-on role requires expertise across diverse infrastructure components including virtualization platforms, server environments, database systems, network configurations, and security controls. The Infrastructure and System Administrator will ensure high availability, performance, and security of mission-critical systems while collaborating with application teams to facilitate seamless operations across BESSD's technology ecosystem.

This role is contingent upon award, and will be hybrid, based in/near Oahu, Hawaii.

Primary Duties
  • Manage and maintain infrastructure components that support BESSD applications, including on-premise systems, off-premise datacenters, SaaS solutions (O365), and cloud environments.
  • Administer virtualization platforms (VMware, Xen, KVM) including provisioning, configuration, and optimization.
  • Manage Linux and Windows server environments, including installations, configurations, patches, and upgrades.
  • Configure and maintain application environments for IBM Websphere, Java VM, and modern web applications.
  • Implement and manage container technologies (Kubernetes, Docker) and cloud platform resources (AWS, Azure, Oracle OCI).
  • Administer database systems including Oracle, DB2, MS SQL, and Google BigQuery.
  • Implement and maintain data backup and recovery solutions using Cohesity Data Protection.
  • Design and execute disaster recovery procedures and tests for critical systems.
  • Configure and maintain network components, VPNs, security certificates, and secure access controls.
  • Support the IBM Z Series mainframe environment in coordination with FNTS and the State's Office of Enterprise Technology Services (ETS).
  • Implement security controls and ensure compliance with NIST standards, particularly SP 800-53.
  • Perform system administration for IBM FileNet ECM and related document management components.
  • Monitor system performance, analyze bottlenecks, and implement optimizations.
  • Troubleshoot complex infrastructure issues and coordinate with vendors for resolution.
  • Provide after-hours support for critical systems, being accessible within 4 hours on-site when necessary.

Necessary Skills and Knowledge
  • Expert knowledge of infrastructure components:
    • Virtualization technologies: VMware ESX, Xen, KVM administration
    • Operating systems: Linux (RedHat, SUSE, Oracle Linux), Windows Server
    • Container technologies: Kubernetes, Docker
    • Cloud platforms: AWS, Azure, Oracle OCI, ServiceNow
    • Application servers: IBM Websphere, Java VM, Spring Framework
    • API servers and integration platforms: Boomi, Apigee
    • Web technologies: JavaScript frameworks, Bootstrap Framework
    • Security: VPN, certificates, encryption, network configuration
  • Strong expertise in database administration across multiple platforms:
    • Oracle (including OCI)
    • DB2
    • MS SQL Server
    • Google BigQuery
  • Proficiency with backup and recovery solutions:
    • Cohesity Data Protection
    • Backup planning, scheduling, testing, and disaster recovery
    • Off-site storage and duplication
  • Experience with mainframe environments:
    • IBM Z Series mainframe systems
    • Coordination with hosted providers (like FNTS)
    • Remote access configuration
  • Knowledge of document management infrastructure:
    • IBM FileNet ECM
    • DataCap
    • Experience with Microsoft 365 administration:
    • SharePoint Online, Teams, OneDrive
    • Azure AD/Entra and Multi-Factor Authentication
    • Email security and encryption (Proofpoint)

Required Qualifications
  • Bachelor's degree in Computer Science, Information Systems, or related technical field.
  • Minimum of fifteen (15) years of experience in infrastructure and systems administration.
  • At least five (5) years of experience with virtualization technologies and server administration.
  • Demonstrated expertise in database administration across multiple platforms.
  • Experience with backup and disaster recovery solutions.
  • Strong knowledge of security best practices and compliance frameworks.
  • Proficiency in scripting and automation for infrastructure management.
  • Experience with cloud platform administration.
  • Willingness to provide after-hours support when necessary.

Preferred Qualifications
  • Experience supporting government systems, particularly in human services.
  • At least one (1) instance of experience delivering IT services in a government setting.
  • Certifications in relevant technologies (VMware, AWS, Azure, Oracle, Linux).
  • Previous work with IBM mainframe environments.
  • Experience with document management systems infrastructure.
  • Knowledge of NIST compliance requirements and implementation.
  • Background in performance tuning and capacity planning.
  • Experience with infrastructure monitoring and management tools.
  • Familiarity with DevOps practices and tools.

Clearance
  • Ability to pass required background checks for Hawaii DHS.
  • Ability to obtain necessary security clearances for working in state government facilities.
  • Compliance with all state policies, including those established by Hawaii's Office of Enterprise Technology Services (ETS).

Salary Range
  • $130,000 - $140,000
