Job Overview
The Business Process Reengineer (BPR) supports the ICAM-ES III effort by bridging business process modernization with hands-on technical execution. The role evaluates USCIS ICAM processes and service outcomes, translates operational needs into implementable requirements, and partners with engineering teams to drive secure, scalable improvements across cloud-based ICAM platforms in an Agile/DevSecOps delivery environment.

This role provides in-depth knowledge of cloud architecture and security, DevSecOps development standards, and the capabilities, strengths, and weaknesses of commercial and open-source ICAM products to recommend, lead implementation, and implement accepted product changes.

This role will be a full-time position with work performed primarily offsite, though travel to the USCIS Headquarters located at 5900 Capital Gateway Drive, Camp Springs, MD 20588 will be required on an as-needed basis. Core hours will be Monday-Friday: 7:00 AM - 6:00 PM EST, and after-hours support for emergency incidents will be required as needed by USCIS.  Position is contingent upon award and client approval.

Primary Duties
Business Process Reengineering & Requirements Definition
  • Analyze current-state ICAM processes, workflows, and service outcomes; identify gaps, inefficiencies, and control weaknesses
  • Facilitate stakeholder working sessions to capture requirements, pain points, and success measures for ICAM improvements
  • Develop future-state process models, user journeys, and workflow designs that align to security and audit needs
  • Translate business and compliance requirements into actionable epics, user stories, acceptance criteria, and implementation tasks
  • Maintain traceability between operational needs, technical requirements, and delivered capabilities
Cloud Architecture & Security Alignment
  • Provide hands-on technical input to ensure proposed solutions align with cloud security architecture and DHS/USCIS security controls
  • Partner with engineering teams to evaluate identity and access patterns across hybrid and multi-cloud environments
  • Support design reviews for authentication, authorization, and access governance changes to reduce risk and improve reliability
  • Identify opportunities to standardize configurations and automate controls to improve security posture and audit readiness
DevSecOps Standards & Delivery Support
  • Promote DevSecOps development standards and support consistent application of secure SDLC practices across ICAM workstreams
  • Contribute to CI/CD, infrastructure-as-code, and security scanning approaches that increase repeatability and reduce manual effort
  • Participate in Agile ceremonies (planning, standups, demos, retrospectives) and help teams remove delivery blockers
  • Coordinate with the Program Manager to manage dependencies, risks, and change impacts tied to process and product updates
ICAM Product Evaluation & Implementation
  • Assess commercial and open-source ICAM products and related components to recommend fit-for-purpose enhancements
  • Develop decision support artifacts (options analysis, trade studies, implementation approaches) for proposed product changes
  • Lead and support implementation of accepted product changes, including configuration, workflow updates, and validation activities
  • Coordinate testing support (functional, security, and user validation) to ensure changes meet requirements and do not degrade services
Documentation, Governance, and Stakeholder Communications
  • Develop and maintain SOPs, process documentation, and implementation playbooks to support sustainment and knowledge transfer
  • Support release communications, stakeholder updates, and change enablement activities for impacted user communities
  • Contribute to audit support activities by assembling evidence, process narratives, and control descriptions as requested
Operational Support & Continuous Improvement
  • Support incident triage and problem management by assisting with root cause analysis and process correction actions as needed
  • Track post-implementation outcomes and recommend continuous improvement actions based on metrics and stakeholder feedback
Required Qualifications
Education & Experience
  • Candidates must possess a minimum of eight (8) years of progressively responsible experience in business process reengineering, requirements definition, and process improvement for enterprise IT programs, including facilitating stakeholder working sessions and translating business needs into implementable requirements (for example)
  • Bachelor’s degree in Business, Information Systems, Engineering, Public Administration, or a related discipline is required; in lieu of a degree, candidates must possess twelve (12) years of progressively responsible experience described above
  • Demonstrated in-depth knowledge of cloud architecture and security, DevSecOps development standards, and the ICAM product landscape (commercial and open-source)
  • Proven ability to recommend, lead implementation, and implement accepted product changes in an enterprise environment
  • Experience gathering requirements, reengineering business processes, and translating needs into Agile epics/user stories with clear acceptance criteria
  • Working knowledge of identity and access management concepts (for example authentication, authorization, SSO, RBAC, OAuth/OIDC, PKI, privileged access)
  • Familiarity with Agile delivery tooling and collaboration platforms (for example Jira, Confluence, GitHub, Microsoft Teams)
Core Skills
  • Ability to communicate effectively with both technical teams and non-technical stakeholders, including facilitating working sessions and documenting outcomes
  • Strong analytical skills with a track record of turning ambiguous problems into implementable solutions
Preferred Qualifications
  • Master’s degree in Business, Information Systems, Engineering, Public Administration, or a related discipline is preferred
  • Experience supporting Federal ICAM programs, Zero Trust initiatives, or DHS/USCIS cybersecurity programs
  • Hands-on experience with cloud platforms and related security services (for example AWS or Azure identity and logging services)
  • Relevant certifications such as AWS/Azure architecture certifications, Security+, CISSP, or related IAM training

Clearance
  • Must be able to obtain and maintain the DHS/USCIS required clearance level and complete all suitability/onboarding requirements

Salary Range
  • $76,000 - $102,000
