Job Overview
The Business Analyst will play a critical role in supporting the Hawaii Department of Human Services (DHS) Benefit, Employment, and Support Services Division (BESSD) Infrastructure, Application, and Software Support Services project. This position will serve as the bridge between technical teams and DHS business stakeholders, analyzing business processes, documenting requirements, and facilitating the enhancement and maintenance of BESSD's diverse applications portfolio. The Business Analyst will focus on understanding both legacy and modern systems within DHS, ensuring that technical solutions align with business needs for public assistance programs including SNAP, TANF, Child Care, and Employment and Training services.
This role is contingent upon award, and will be hybrid, based in/near Oahu, Hawaii.

Primary Duties
  • Collaborate with DHS/BESSD staff to gather, analyze, and document business requirements for enhancements and maintenance of key systems including HAWI/HARI (mainframe eligibility), HANA (web-based Oracle application), CAPS (contracts management), EDM/ECF (document management), and PAIS (public portal).
  • Translate business requirements into detailed functional and technical specifications, including use cases, process flows, and data mappings.
  • Perform gap analysis between current systems and desired functionality, especially for interfacing between legacy and modern systems.
  • Document current business processes and recommend improvements to streamline workflows and enhance system performance.
  • Conduct user acceptance testing and validate system changes against business requirements.
  • Create and maintain system documentation, user guides, and standard operating procedures (SOPs) for applications and processes.
  • Analyze data exchange requirements between systems, particularly for federal reporting and compliance.
  • Support the integration requirements between existing systems and the new Benefits Eligibility Solution (BES) modernization project.
  • Provide training and knowledge transfer to DHS staff on system enhancements and modifications.
  • Assist with troubleshooting business process and technical issues across the application portfolio.
  • Develop technical process flows and interface control documents for cross-system integrations.
  • Support data analysis and extraction for modernization efforts and system enhancements.

Necessary Skills and Knowledge
  • Strong understanding of public assistance programs (SNAP, TANF, Child Care) and related workflows in government settings.
  • Experience analyzing business processes and translating requirements into technical specifications.
  • Knowledge of the key technical systems:
    • Mainframe eligibility systems similar to HAWI/HARI, including understanding of ADABAS/NATURAL environments
    • Web-based applications using Java/Oracle technologies like HANA
    • Document management systems using IBM FileNet and DataCap (EDM/ECF)
    • Contract management systems and financial workflows (CAPS)
    • Public-facing web portals and application submission systems (PAIS)
  • Technical understanding of IBM Z System mainframe environment, CICS, COBOL, and JCL operations.
  • Familiarity with Microsoft 365 suite tools mentioned in Section 7.1, including SharePoint Online, Teams, and OneDrive.
  • Knowledge of web services architecture, API integration platforms (Boomi, Apigee), and middleware solutions.
  • Experience with data analysis and reporting requirements for federal compliance.
  • Understanding database structures across Oracle, DB2, MS SQL, and Google BigQuery environments.
  • Proficiency in testing methodologies across mainframe and web-based applications.
  • Familiarity with modern JavaScript frameworks (Angular, Vue.js, React) and web application architecture.
  • Understanding of security compliance requirements, particularly NIST standards and controls implementation.

Required Qualifications
    • Bachelor's degree in Business Administration, Information Systems, Computer Science, or related field.
    • Minimum of five (5) years of experience as a Business Analyst in complex IT environments.
    • At least three (3) years of experience with government information systems, preferably in health and human services.
    • Demonstrated experience documenting business processes and technical requirements.
    • Strong analytical and problem-solving skills with attention to detail.
    • Excellent communication skills and ability to translate between technical and non-technical stakeholders.
    • Experience with requirements gathering and management tools.
    • Proficiency in Microsoft Office suite, including advanced Excel, Visio, and SharePoint.

Preferred Qualifications
  • Experience with public assistance systems and human services technology applications.
  • At least one (1) instance of experience delivering IT services in a government setting.
  • Knowledge of federal reporting requirements for public assistance programs.
  • Hands-on experience with mainframe applications supporting eligibility and case management functions.
  • Experience with electronic document management systems and workflow configuration.
  • Understanding of system modernization initiatives and data conversion processes.
  • Business analysis certification (IIBA, PMI-PBA, or equivalent).
  • Experience with Agile methodologies in government environments.
  • Background in data analysis, SQL querying, and business intelligence reporting.
  • Familiarity with cloud platforms (AWS, Azure, Oracle OCI) and migration strategies.

Clearance
  • Ability to pass required background checks for Hawaii DHS.
  • Ability to obtain necessary security clearances for working in state government facilities.
  • Compliance with all state policies, including those established by Hawaii's Office of Enterprise Technology Services (ETS).

Salary Range
  • $ 145,000 – $ 158,000
