Job Overview
The Systems Analyst will play a vital role in supporting and enhancing the Hawaii Department of Human Services (DHS) Benefit, Employment, and Support Services Division (BESSD) technology ecosystem. This hands-on position requires deep technical knowledge of BESSD's diverse applications portfolio, with responsibility for analyzing, maintaining, and improving system functionality across both legacy and modern platforms. The Systems Analyst will perform detailed system analysis, implement modifications, conduct testing, and resolve complex technical issues to ensure the continuous operation of mission-critical systems supporting public assistance programs.
This role is contingent upon award, and will be hybrid, based in/near Oahu, Hawaii.

Primary Duties
  • Design Perform in-depth analysis of existing systems including HAWI/HARI (mainframe), HANA (web-based Oracle), CAPS (contracts management), EDM/ECF (document management), and PAIS (public portal) to identify enhancement opportunities and resolve issues.
  • Develop technical specifications for system modifications based on business requirements and architectural standards.
  • Implement system changes, enhancements, and fixes across multiple technology platforms.
  • Create and execute comprehensive test plans to validate system modifications.
  • Analyze system performance and recommend optimization strategies.
  • Develop and maintain interfaces between systems using web services, APIs, and integration tools.
  • Support data extraction, transformation, and reporting needs for federal compliance.
  • Troubleshoot complex technical issues across the application portfolio.
  • Provide technical support for the integration with the Benefits Eligibility Solution (BES) modernization project.
  • Develop and maintain system documentation, including technical specifications, interface control documents, and operational procedures.
  • Create scripts and automated processes to improve system efficiency and data integrity.
  • Collaborate with Infrastructure and System Administrator to ensure alignment between applications and infrastructure.

Necessary Skills and Knowledge
  • Strong technical knowledge of the systems:
    • IBM Z System mainframe environment, CICS transactions, COBOL programs, and JCL scripts
    • ADABAS database structure and NATURAL programming language
    • IBM Websphere Portal and Application Server configuration and troubleshooting
    • Java/J2EE applications and Oracle database systems
    • Web application development using modern JavaScript frameworks (Angular, Vue.js, React)
    • Document management using IBM FileNet and DataCap
    • Microsoft 365 suite including SharePoint Online, Teams, and integration capabilities
  • Expertise in database analysis and query optimization across Oracle, DB2, MS SQL, and Google BigQuery.
  • Proficiency in web services design and implementation using Boomi and Apigee platforms.
  • Experience with Robotic Process Automation tools like UiPath.
  • Understanding of virtualization environments (VMware, Xen, KVM) and their impact on application performance.
  • Knowledge of Linux and Windows server environments as they relate to application deployment.
  • Familiarity with container technologies (Kubernetes, Docker) and cloud platforms (AWS, Azure, Oracle OCI).
  • Understanding of security compliance requirements, particularly NIST standards.
  • Experience with testing methodologies and tools across multiple platforms.
  • Knowledge of data backup and recovery procedures using systems like Cohesity.

Required Qualifications
  • Bachelor's degree in Computer Science, Information Systems, or related technical field.
  • Minimum of five (5) years of experience as a Systems Analyst in complex, multi-platform environments.
  • Demonstrated expertise in both mainframe and web-based application analysis.
  • Experience with database analysis and optimization.
  • Proficiency in programming or scripting languages relevant to the technology stack.
  • Strong problem-solving skills with ability to troubleshoot complex technical issues.
  • Experience with system integration and interface development.
  • Excellent documentation skills for technical specifications and procedures.
  • Strong analytical thinking and attention to detail.

Preferred Qualifications
  • Experience with public assistance systems and human services technology applications.
  • At least one (1) instance of experience delivering IT services in a government setting.
  • Previous work with eligibility systems similar to HAWI/HARI.
  • Familiarity with federal reporting requirements for programs like SNAP and TANF.
  • Experience with document management systems and workflow configuration.
  • Knowledge of contract management and financial systems.
  • Certification in relevant technical areas (Oracle, IBM, Microsoft).
  • Experience with system modernization and data conversion projects.
  • Background in performance tuning and optimization.

Clearance
  • Ability to pass required background checks for Hawaii DHS.
  • Ability to obtain necessary security clearances for working in state government facilities.
  • Compliance with all state policies, including those established by Hawaii's Office of Enterprise Technology Services (ETS).

Salary Range
  • $150,000 - $166,000
