Job Overview
Lead and manage a dynamic team of IT professionals for the Hawaii Department of Human Services (DHS) Infrastructure, Application, and Software Support Services project. The Project Manager will oversee a comprehensive portfolio of existing applications, systems, and office automation tools, ensuring continuous maintenance, support, and enhancement. This role requires expertise in both legacy and modern systems, with emphasis on maintaining critical infrastructure that supports the Benefit, Employment, and Support Services Division’s (BESSD) public assistance programs, while also planning and implementing modernization initiatives to meet evolving business and client needs.

This role is contingent upon award, and will be hybrid, based in/near Oahu, Hawaii.

Primary Duties
  • Provide strategic direction and day-to-day oversight for a cross-functional team supporting critical DHS/BESSD applications, including mainframe systems, web applications, document management systems, and cloud-based solutions.
  • Develop and implement project plans, timelines, and resource allocations to ensure timely delivery of services across multiple technology platforms.
  • Manage relationships with DHS stakeholders, ensuring clear communication, expectation setting, and regular progress reporting.
  • Coordinate between technical teams to ensure seamless integration of applications and systems, including legacy mainframe applications (HAWI/HARI), modern Java/web applications (HANA), contract management systems (CAPS), and document management platforms (EDM/ECF).
  • Identify and mitigate project risks, obstacles, and dependencies, particularly in complex government IT environments.
  • Oversee staff augmentation, resource allocation, and skills development to address both routine maintenance and ad hoc requests.
  • Lead technical assessments, troubleshooting, and problem resolution for complex infrastructure and application issues.
  • Ensure compliance with state and federal security requirements, including NIST standards.
  • Provide technical guidance for the integration with the Benefits Eligibility Solution (BES) modernization project.

Necessary Skills and Knowledge
  • Deep understanding of IT service delivery models for government agencies, particularly public assistance programs and human services technology applications
  • Expertise in project lifecycle management methodologies, including Agile, for both maintenance and enhancement projects across complex government systems
  • Comprehensive knowledge of diverse technology stacks, including:
    • Microsoft 365 suite (SharePoint Online, Teams, OneDrive, Outlook) and email encryption using Proofpoint.
    • IBM Z System mainframe technology, ZOS, CICS, COBOL, ADABAS/NATURAL environments.
    • Web portal platforms including IBM Websphere Portal/Application Server and Adobe Experience Manager (AEM).
    • Modern JavaScript frameworks (Angular, Vue.js, React) and Java-based web applications.
  • Experience with enterprise document management systems, specifically IBM FileNet and DataCap as used for Electronic Document Management (EDM) and Electronic Case Folder (ECF).
  • Advanced knowledge of database systems across multiple platforms: Oracle (including OCI), DB2, MS SQL, and Google BigQuery.
  • Expertise in infrastructure management, including VMware/Xen/KVM virtualization, Linux/Windows environments, Kubernetes/Docker containers, cloud platforms (AWS, Azure, Oracle OCI, ServiceNow), and data protection systems (Cohesity).
  • Proven ability managing integration between legacy and modern systems, particularly mainframe-to-web service interfaces and API management.
  • Proficiency with web services design, API management platforms (Boomi, Apigee), and Robotic Process Automation using UiPath.
  • Understanding security compliance requirements specific to government environments, particularly NIST SP 800-53 controls implementation, assessment, and remediation.
  • Experience managing distributed teams responsible for application maintenance, enhancement, and modernization, including after-hours support coverage.

Required Qualifications
  • Fifteen (15) years of Information Technology (IT) experience in complex, multi-platform environments.
  • Ten (10) years of Project Life Cycle Management, design, and architecture experience.
  • Minimum five (5) years’ experience leading and managing teams of IT professionals on projects of similar scope and complexity.
  • At least one (1) instance of experience delivering IT services in a government setting.
  • Bachelor’s degree in Computer Science, Information Technology, or related field.
  • Experience with public assistance systems and human services technology applications.
  • Demonstrated expertise in managing diverse technology portfolios, including both legacy and modern systems.
  • Strong communication and relationship management skills with the ability to translate technical concepts for non-technical audiences.

Preferred Qualifications
  • Master’s degree in Computer Science, Information Technology, or related field.
  • Experience with Hawaii state government technology environments or similar state-level public assistance systems.
  • Knowledge of federal reporting requirements for public assistance programs (SNAP, TANF, Child Care).
  • Familiarity with IBM mainframe applications supporting eligibility and case management functions.
  • Experience managing IT support services for document management systems using IBM FileNet.
  • PMP certification or equivalent project management qualification.
  • Experience with system modernization and cloud migration projects.
  • Background in security compliance and implementation of NIST controls in government settings.

Clearance
  • Ability to pass required background checks for Hawaii DHS.
  • Ability to obtain necessary security clearances for working in state government facilities.
  • Compliance with all state policies, including those established by Hawaii's Office of Enterprise Technology Services (ETS).

Salary Range
  • $141,000 - $151,000
