Project Manager - Quantum -Safe Cryptography Pilot

Arlington, VA
Full Time
Manager/Supervisor

Join Our Team

NATO is testing how to move its communication and information systems from today’s public-key cryptography to algorithms that hold up against attack by quantum computers. Headquarters Supreme Allied Commander Transformation (HQ SACT) is sponsoring a 12-month pilot across three NATO laboratories in Mons, Brussels and The Hague, with the NATO Communications and Information Agency (NCIA) as technical authority. The pilot includes a live demonstration for NATO VIPs by the end of June 2027 and closes in December 2027 with a migration roadmap NATO can act on. Devis is competing to support this work. As Project Manager, you will own the schedule, the milestone gate reviews, and the reporting that keeps NATO’s sponsor and technical authority informed.

The Role

This is a contingent-upon-award Project Manager role on a firm fixed price contract paid by milestone. You will build and maintain the Project Management Plan, including the work breakdown structure, delivery schedule, resource plan, risk and issue register and governance arrangements, and you will produce the monthly progress reports and the evidence packs NATO reviews at each of seven milestone gates. You will coordinate engineers and analysts from Devis and partner companies, report any event that threatens a milestone to the NATO technical authority within two working days, and keep personnel clearances and site access current across three NATO sites. A Technical Lead owns technical direction; the core of your job is schedule, risk, reporting and holding a security-controlled, multinational project to fixed dates.

What You’ll Do

Plan and Control the Project

  • Deliver the Project Management Plan at the first milestone and keep it current for the life of the contract.
  • Track delivery against seven milestones, including the fixed 30 June 2027 date for the live NATO VIP demonstration.
  • Maintain the risk and issue register with an owner, impact, mitigation and status for each item.
  • Hold the fixed price: manage scope, travel and partner effort against the milestone payment plan.

Report to NATO

  • Submit Monthly Progress Reports within five working days of month end.
  • Assemble a Milestone Evidence Pack at least five working days before each gate review.
  • Report any event that threatens a milestone, a security requirement or service continuity to HQ SACT’s Contracting Officer’s Technical Representative (COTR) and the NCIA technical authority within two working days.
  • Run the kick-off meeting within ten working days of award, monthly progress meetings and gate reviews.

Manage People, Security and Site Access

  • Keep the list of project personnel and their clearance status current and provide clearance evidence before work starts.
  • Request site passes at each NATO site with that site’s lead time.
  • Coordinate partner company staff, deliverable inputs and travel to Belgium and the Netherlands.

What You’ll Need

Education and Experience
  • Bachelor’s degree in a computer-related field.
  • At least five years of experience in IT or technical project roles.
  • Experience managing a firm fixed price or milestone-paid technical project, including risk and issue management.
  • Experience reporting project status and evidence to a government sponsor and technical authority.

Security Clearance

  • U.S. citizenship and an active U.S. Secret clearance or higher at the time of hire.
  • Ability to receive a NATO SECRET clearance briefing, arranged by Devis’s Facility Security Officer, before the estimated start of work on 4 January 2027. Unescorted access to NATO sites requires it.
  • Disclosure of every citizenship you hold. You must be a citizen of a NATO member nation; if you also hold citizenship of a non-NATO nation, it must be declared.
  • A valid passport with no travel restrictions.

Communication and Collaboration

  • Clear written reporting for senior sponsors who need decisions, not detail.
  • Comfort coordinating engineers from more than one company and working with NATO staff from several nations.

Nice to Have

  • Experience on NATO, allied government or other multinational defense programs.
  • Experience managing classified contracts, including personnel clearance and site access administration.
  • Experience managing cybersecurity or cryptographic engineering projects.

Performance Expectations

  • The Project Management Plan is accepted at the first milestone as a coherent baseline for schedule, resources, risks and governance.
  • Every Monthly Progress Report and Milestone Evidence Pack arrives on time.
  • Each milestone gate passes on its scheduled date, including the 30 June 2027 demonstration.
  • Risks that threaten a milestone reach NATO within two working days, with a proposed corrective action.

Special Requirements

  • Work model: hybrid. Off-site work is performed at Devis’s headquarters at 2107 Wilson Boulevard, Arlington, Virginia.
  • Travel: about 25 percent of your time on-site at The Hague (a gate review at each milestone) and Mons and Brussels (monthly progress and quality-gate meetings during 2027). The contract plans on-site work across the whole team at about 40 percent, concentrated between the second and fifth milestones (roughly May through early November 2027, assuming a 4 January 2027 start).

Voluntary Self-Identification of Disability Form CC-305
OMB Control Number 1250-0005
Expires 07/31/2029
Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
