Overview

Devis is currently seeking an experienced Manager of Business Development and Capture Manager to lead our strategic growth and business development initiatives for our Federal Government customers in Washington, DC.
The candidate will lead and execute the overall Business Development and Capture strategy for the company, responsible for sourcing opportunities to develop a robust opportunity pipeline, understanding customer requirements to create a compelling proposal, and growing the business within the Federal market.
A successful candidate will be able to develop and leverage customer relationships and experience to capture new opportunities.

Specific responsibilities include but not limited to:

- Proactively identifies and qualifies a robust list of new business development opportunities through the capture process with an acceptable win ratio while managing the pipeline.
- Develop and maintain highly effective relationships with the Government executives, Program Managers, contract management offices, and industry partners that drive growth.
- Collaborates with internal and external resources to respond to Sources Sought, Request for Information (RFIs), and Request for Proposal or Quote (RFP/RFQ).
- Prepare and Lead RFI and Proposal responses.
- Manage Proposal resources, vendors, consultants, and growth budget.
- Participate in and represent Devis at Industry events.
- Develop Teaming Strategies and negotiate Teaming Agreements with partners.
- Monitor, Manage, and maintain Devis and Government Opportunity portals.
- Support Devis and Customer initiatives: (Strategic planning, OEM/Vendor Partner achievement, ISO/CMMI efforts).
- Ability to be assigned as GWAC Program Manager.

Required Skills and Qualifications

- 10+ years of related experience working in the Federal Government market.
- 5+ years Federal experience in Business Development Management, Program Management / Administration, Proposals, or Capture Management.
- Proven experience pursuing and capturing new federal business, including building and leveraging relationships, developing effective teaming and win strategies, and writing winning proposals.
- Working knowledge of GSA Schedules, Agency IQIQs, and other GWAC vehicles.
- Ability to rapidly identify market landscape and potential incumbent contracts to arrive at an informed bid/no bid decision.
- Experience with 'Best in Class' contracting vehicles NITAAC CIOSP, OASIS, and POLARIS.
- Experience selling services to the Federal Civilian customers including: Software Development and Engineering, IT Infrastructure, System Engineering, Management Consulting, Cloud Services, Cyber, Institutional Support, Health IT, and/or Advanced Analytics.
- Experience selling services to one or more of the following Federal Customers: State Department, USAID, Health and Human Services (HHS), Legislative, Transportation/FAA, FDIC, and DHS.
- Experience with Federal Task Orders, Software Development Services, and/or Information Technology Services highly desired.
- Ability to access new markets such as CMS, FAA and  DoD.
- The successful applicant will have established agency contacts that can be utilized in winning new work.

Education / Certifications

- A Bachelor’s Degree in relevant or related field.
