Overview
Development InfoStructure (Devis) is seeking a Personal Services Contractor (PSC) Recruitment Specialist for a proposal position, contingent upon contract award. This role is ideal for a proactive individual with a knack for identifying talent and a passion for creating meaningful employment connections. As a Recruitment Specialist, you will be responsible for sourcing, screening, and placing PSCs in a variety of roles that fit their skills and aspirations while meeting the evolving needs of our client.
Primary Duties
- Candidate Sourcing: Utilize a variety of sourcing strategies to build a pipeline of qualified candidates for various roles, including networking, social media, job boards, and recruiting databases.
- Screening and Selection: Conduct thorough screenings and interviews to assess candidate qualifications, experience, and fit for client positions. Coordinate with hiring managers and client to understand their staffing needs and preferences.
- Client Relations: Maintain strong relationships with clients to ensure a deep understanding of their staffing requirements and to provide consultative support on candidate selection and workforce planning.
- Placement: Facilitate the placement process, including coordinating interviews, for both candidates and clients.
- Market Research: Stay informed about industry trends, labor market dynamics, and best practices in recruitment to continuously improve recruitment strategies and processes.
- Compliance and Documentation: Ensure all recruitment activities comply with legal and regulatory requirements and maintain accurate documentation of all recruitment activities.
Required Qualifications
- Bachelor’s degree in Human Resources, Business, Communications, International Affairs, or a related field; or equivalent experience.
- Minimum of 1-2 years of experience in recruiting, preferably within USAID environment.
- Strong interviewing, networking, and communication skills, with knowledge of federal hiring regulations.
- Ability to work effectively with diverse teams and support DEI initiatives in recruitment.
- Experience hiring, managing or working with PSCs.
- Experience with computer systems, including web-based applications, especially Microsoft Office 365.
- Must be able to obtain a secret clearance.

- Familiarity with applicant tracking systems (ATS) and HR software.
- Broad network of contacts domestically and internationally.
