Job Overview
The Program Manager serves as the primary operational leader for the ICAM-ES III effort, responsible for managing and coordinating ICAM teams, overseeing contractor resources, and delivering program management outcomes in a DevOps and Agile delivery environment. This role drives execution across technical strategies, product roadmaps, stakeholder engagement, communications, technical writing, UI/UX, and staffing in close coordination with Federal ICAM leadership
This role will be a full-time position with work performed primarily offsite, though travel to the USCIS Headquarters located at 5900 Capital Gateway Drive, Camp Springs, MD 20588 will be required on an as-needed basis. Core hours will be Monday-Friday: 7:00 AM - 6:00 PM EST, and after-hours support for emergency incidents will be required as needed by USCIS. Position is contingent upon award and client approval.

Primary Duties
Contract Management & Government Relations
- Manage and coordinate all ICAM teams; report high-level status of major initiatives to ICAM and CISO leadership
- Provide CISO and DCISO quarterly briefings on ICAM accomplishments and planned activities
- Respond to data calls and inquiries from USCIS/DHS stakeholders on ICAM-relevant matters
- Support internal and external reporting and audit activities (including oversight bodies such as DHS, OIG, GAO, and Congress), in coordination with the ICAM ITPM Audit Liaison
- Establish and maintain team norms and practices, including standardizing Agile tool usage (Jira, Confluence, GitHub, Microsoft Teams)
- Manage risk through a risk management plan and an active risk registry
- Lead collaborative solutioning between contractors and Government stakeholders to drive innovative ICAM advancements
- Track open impediments, action items, and change requests; drive issue resolution with teams and Federal leads
- Establish governance and stakeholder engagement processes for ICAM programs and releases
- Develop communications and marketing approaches (ICAM Community of Practice, newsletter, SharePoint collaboration site, and other channels)
- Develop and maintain ICAM SOPs supporting federally mandated ICAM policies and processes
- Maintain the ICAM SharePoint site housing SOPs, artifacts, and process descriptions
- Coordinate User Acceptance Testing (UAT) as required
- Develop learning and training tools for ICAM team members and customers
- Develop procedure documents for the USCIS Service Desk to support ServiceNow inquiries
- Establish a training and Duty Officer certification process and ensure requirements are met before personnel assume roles
- Coordinate and schedule support functions to ensure 24x7 coverage
- Manage all contractor resources and supervise contractor staff performance
- Maintain ICAM org charts and staffing plans; manage recruiting to ensure full staffing across ICAM teams
- Ensure the CO and COR are notified of each contract employee termination/resignation within five (5) days of occurrence
- Optimize UI/UX across ICAM applications, including Section 508-compliant, mobile-responsive web applications
- Ensure Section 508 conformance validation occurs within each iteration and release containing UI functionality
- Ensure web-based components are tested using the DHS Trusted Tester methodology by DHS-certified Trusted Testers (provide certification IDs upon request)
- Oversee Section 508 deliverables, including Test Plans, Test Results, and Accessibility Conformance Reports (ACRs)
- Submit quarterly reporting identifying Trusted Tester population details and provide updates within 10 working days of any population change
- Manage deliverable routing and acceptance cycle with the ICAM Branch Chief, ICAM Federal Leads, CO, and COR
- Track Government review timelines and manage resubmission timelines
Required Qualifications
Education & Experience
- Candidates must possess a minimum of ten (10) years of progressively responsible program or project management experience, including at least five (5) years leading complex federal (or similarly regulated) IT/cybersecurity programs with multiple stakeholders and cross-functional delivery teams
- Bachelor’s degree in Business, Information Technology, Engineering, Management, or a related discipline is required; in lieu of a degree, candidates must possess fourteen (14) years of progressively responsible experience described above
- Ability to document and demonstrate certification, experience, and ICAM-related knowledge as part of Key Personnel qualification submission requirements
- Understanding of and familiarity with working in an Agile environment
- PMP Certification (Active)
- Strong written and verbal communication skills, including executive briefing development and facilitation
Core Skills
- Proven ability to manage program execution across multiple Agile teams, balancing roadmap delivery, operations, governance, and stakeholder communications
- Demonstrated experience with Agile delivery tooling governance (Jira, Confluence, GitHub, Microsoft Teams)
- Master’s degree in Business, Information Technology, Engineering, Management, or a related discipline is preferred
- Experience supporting Federal ICAM programs and implementing identity, authentication, authorization, and access governance capabilities (for example SSO, RBAC, OAuth/OIDC, PKI)
- Technical acumen supporting Java-based applications and modern DevOps delivery stacks
- Experience driving Section 508 compliance execution (planning, testing coordination, reporting)
Clearance
- Must be able to obtain and maintain the DHS/USCIS required clearance level and complete all suitability/onboarding requirements
Salary Range
- $80,000 - $122,000
