Development InfoStructure LLC., (DEVIS) provides exceptional DevSecOps integration in our agile software development and embedded software solutions, combined with comprehensive IT management and consulting services to our federal, state, and local governments. The outcomes of our research and development, products and universe of services will support the international development community, multiple civilian agencies and the nation’s defense and intelligence communities. Our focused research, services and products include complex DevSecOps solutions to support refugee processing across multiple federal agencies, research and development for Signal Intelligence (SIGINT), Command, Control, Communications, Computers and Intelligence (C4I), Data Analytics, and Intelligence, Surveillance and Reconnaissance (ISR) development and sensor capabilities supporting both the aerospace/defense and intelligence communities, as well as complex HHS comprehensive care coding requirements, and integrated management systems for our countries civilian agencies (FAA, FDIC, HOR, etc.).

Overview

Development InfoStructure (Devis) is seeking a skilled full time, remote Product Owner for a proposal position, contingent upon contract award to join our dynamic team.


Responsibilities
  • Partnering with federal clients to establish a vision and ensure all members of teams and government teams have a shared understanding of product objectives, goals, and metrics. 
  • Analyze and understand complex business and engineering challenges, identify solutions to improve products, services and operations. 
  • Elicit user needs and designing end-to-end user experience by practical, reliable and efficient solutions. 
  • Collaborate with their assigned scrum team to design, develop and deliver product features incremental and iterative manner. 
  • Identify and proactively monitor and address product risks. 
  • Work with the team to set and meet quality standards for any product you build.
  • Use evidence (user research, analytics, and other metrics) to make product decisions, ask “why” a lot, and recognize the difference between “we can’t do that because of bureaucracy” and “we can’t do that because of the law”. 
  • Ensure your product complies with federal regulations such as Authority to Operate, the Paperwork Reduction Act, and Section 508 
  • Help clients understand how to deliver value, rather than features, to their users.
  • Help clients navigate complex bureaucratic relationships to bring stakeholders together around a common product vision and strategy. 
  • Create and nurture a culture of trust, respect, collaboration, excellence, and innovation with your scrum team and the client
  • Promote the application of design thinking and agile methodologies within your team to enhance product design processes and deliver results that generate significant business value.

Required Skills and Qualifications
  • 4-6 years experience as a Product Owner or similar role
  • Experience in an Agile environment, leading scrum teams and using agile collaboration tools (Jira, confluence, etc.) 
  • Demonstrated ability to diagnose business problems, and support to come up with product roadmaps and timelines for product implementation. 
  • Demonstrated ability to analyze complex data for business operations; demonstrated ability to understand user needs for system and interfaces and come up with requirement documentation. Able to perform end-to-end business process analysis to identify gaps and come up with improvements. 
  • Must be able to exercise critical and rational thinking to identify alternate solution, strengths & weakness of each option, documenting and discussing them with stakeholders to inform decisions. 
  • Must have demonstrated experience in documenting complex technical and business problems in a simple & intuitive manner that others can understand.  
  • Ability to deliver the right digital product using user-centered and agile-based methodologies 
  • Ability to effectively lead a cross-functional team to meet digital project/product objectives 
  • Experience in a consulting or other client facing role and strong client relationship management skills 
  • Demonstrated ability come up with System designs, process flows and Concept of Operations for complex systems
  • Demonstrated experience working in an agile environment
  • Knowledge of Healthcare, Medicare and Medicaid systems and data is a plus

Clearance Requirements
  • This role requires the hired candidate to go through public clearance.
  • A minimum of 3 years of stay in the U.S. within the last 5 years is a must to be eligible to qualify for public trust clearance sponsorship. 


Education / Certifications
  • Bachelor’s degree in a related technical field
