Overview
Development InfoStructure (Devis) is seeking a Personal Services Contractor (PSC) Legal Advisor for a proposal position, contingent upon contract award, responsible for providing expert legal counsel on matters related to PSCs in the context of foreign assistance. This position requires a deep understanding of USAID and federal legal frameworks, as well as the ability to provide clear, timely guidance on regulatory compliance to ensure all legal standards are met.
Primary Duties
- Legal Advisory and Strategy: Provide strategic legal guidance to ensure compliance with USAID, federal, and international statutes and regulations governing PSCs.
- Research and Analysis: Conduct thorough legal research and analysis, developing accurate interpretations of laws, policies, and procedures impacting PSCs.
- Policy Compliance: Review and advise on compliance with legal frameworks, including but not limited to the Foreign Assistance Act, Appropriations Laws, and relevant federal employment regulations.
- Documentation and Reporting: Draft briefs, opinions, and recommendations on complex legal matters and update stakeholders on pertinent changes in law or policy.
- Compliance Review and Assessment: Conducting reviews and assessments of compliance with requirements, including but not limited to:
- Foreign Assistance Act
- Appropriations Laws
- Notwithstanding Authorities
- Federal Labor Standards Act (FLSA)
- Federal Activities Inventory Reform Act (FAIR)
- Federal Employees' Compensation Act (FECA)
- Federal Tort Claims Act (FTCA)
- Foreign Tort Claims or Section 636(b) of the Foreign Assistance Act.

- Training and Development: Provide legal training and briefings on relevant regulatory and compliance topics, promoting awareness and adherence to legal standards within the team.
Required Qualifications
- Juris Doctor (JD) degree or equivalent; licensed to practice law.
- Minimum of 8 years of relevant legal experience, with 5 years in a role focusing on foreign assistance or government contracting.
- Strong analytical and reasoning skills, with the ability to communicate complex legal concepts clearly and effectively.
- In-depth understanding of statutes, regulations, and policies related to PSCs, including federal employment and tort claims laws.
- Experience and expertise in interpreting and applying relevant statutes, regulations, and policies related to PSCs in the context of foreign assistance.
- Must possess strong analytical, communication, and reasoning skills.
- Previously worked as a contractor or direct hire at USAID.
- Experience hiring, managing or working with PSCs.
- Experience with computer systems, including web-based applications, Microsoft Office 365.
Desired Qualifications
- Familiarity with ADS and DEIA standards, ensuring a legally compliant, inclusive work environment.
- Proficiency with legal documentation and reporting systems.
