Overview   

Development InfoStructure (Devis) is seeking Senior Recruiter to source, recruit, and onboard top talent for USAID Personal Services Contractor (PSC). This position will involve working closely with hiring managers and project leaders to identify candidates for various PSC roles, ensuring alignment with USAID hiring standards and promoting Diversity, Equity, and Inclusion (DEI) throughout the recruitment process.

Primary Duties

  • Talent Sourcing: Develop and execute effective sourcing strategies to attract qualified candidates, utilizing job boards, social media, networking, and career events.
  • Candidate Screening and Selection: Conduct initial screenings, coordinate interviews, and assess candidates for skills, experience, and cultural fit, ensuring alignment with specific project and organizational requirements.
  • Hiring Manager Collaboration: Partner with hiring managers to understand staffing needs and create detailed job descriptions and candidate profiles that accurately reflect each role's requirements.
  • Compliance with Hiring Standards: Ensure recruitment processes comply with federal employment regulations and Devis’s hiring policies, including EEO and labor standards.
  • Pipeline Development: Build and maintain a pipeline of qualified candidates for key roles, proactively managing relationships and maintaining contact with potential future hires.
  • Diversity, Equity, and Inclusion (DEI): Implement DEI principles in recruiting practices to ensure a diverse and inclusive candidate pool and hiring process.
  • Recruitment Metrics and Reporting: Track and report on key recruitment metrics, such as time-to-fill and candidate quality, using these insights to refine recruitment processes.

Required Qualifications

  • Bachelor’s degree in Human Resources, Business, Communications, International Affairs or a related field; or equivalent experience.
  • Minimum of 3 years of experience in recruiting within USAID environment.
  • Strong interviewing, networking, and communication skills, with knowledge of federal hiring regulations.
  • Ability to work effectively with diverse teams and support DEI initiatives in recruitment.
  • Experience hiring, managing or working with PSCs.
  • Experience with computer systems, including web-based applications, especially Microsoft Office 365.
  • Must be able to obtain a secret clearance.

Desired Qualifications

  • Familiarity with applicant tracking systems (ATS) and HR software.
  • Broad network of contacts domestically and internationally.
