What You'll Do
Lead program governance
- Provide governance, planning, coordination, and decision-making oversight across all contractor teams and workstreams
- Establish and execute the Program Management Plan covering delivery approach, roles, communications, risk, and quality management
- Serve as final authority for release prioritization, sequencing, and go/no-go decisions across teams
- Represent the contractor in customer governance meetings and own the relationship with contracting and product leadership
- Facilitate sprint planning, backlog refinement, execution check-ins, sprint reviews, and retrospectives across multiple Scrum teams
- Develop and maintain the integrated release plan and release calendar, coordinating scope, schedule, dependencies, environments, approvals, and communications
- Identify cross-team dependencies before sprint commitment and manage them through to resolution
- Coordinate release communications: release notes packaging, user-facing advisories, and internal change notifications
- Manage program cost performance: labor planning, burn rate monitoring, forecast-to-complete, and early warning on cost risk
- Produce, quality-check, and deliver all contractual reports and deliverables on schedule, including monthly status reports, staff rosters, and earned value reporting
- Operate the risk, issue, and opportunity register with defined review cadence and escalation of high and critical items within one business day
- Maintain staffing plans with designated backups for key roles, continuity coverage, and surge planning
- Run the weekly execution review and monthly stakeholder governance review with agendas, notes, and action items
- Chair release readiness reviews with documented entry and exit criteria and go/no-go decisions
- Track release risks and blockers daily during active release windows
- Review team delivery metrics (throughput, velocity trends, spillover) and use them to improve predictability
- Deliver the monthly reporting package by the 10th calendar day of each month
- Field escalations from workstream leads and clear impediments the teams cannot clear themselves
What You Bring
- Bachelor's degree and at least 10 years of relevant program or project management experience
- Experience managing agile software delivery programs for federal civilian agencies under firm-fixed-price terms
- Demonstrated authority-holding roles: release decisions, budget accountability, government-facing leadership
- Experience directing multi-team delivery organizations of 30 or more staff
- PMP or equivalent certification; agile certifications (CSM, SAFe) a plus
- Experience with public health, health IT, or scientific mission programs
- Experience leading incumbent-capture transitions and multi-vendor coordination
- Earned value management reporting experience
Logistics and Classification
- Location: remote (contractor facility), with core-hours availability 8:00 AM to 4:30 PM ET.
- Occasional domestic travel to client and stakeholder sites.
- All personnel must be able to obtain a federal background investigation commensurate with position sensitivity and a PIV credential. No security clearance is required.
- This position is contingent upon contract award, with an anticipated start in October 2026.
Salary Information
- $165,000.00 to $180,000.00 - commensurate with experience and skillset
