Job Overview

The Senior Software Developer leads hands-on build of the BOAT low-code applications that modernize FMCSA's RICE mission systems, starting with the Crash Causal Factors Program Proof of Concept and extending to the additional applications onboarded under the option periods. The role is the platform technical authority, responsible for configuration, integration, role-based access, workflow, and API design on the selected BOAT platform.

This is a full-time, hybrid role aligned to core business hours of 8:00 AM to 5:00 PM Eastern. Primary work happens at a contractor facility in the National Capital Region; on-site presence at DOT Headquarters, 1200 New Jersey Ave SE, Washington, DC, is required within one business day of Government request.

Primary Duties
BOAT Platform Build and Configuration
  • Establish the BOAT platform within the DOT environment, in coordination with EITSS.
  • Build the user-facing web interface that captures questions, forms, and supporting documentation.
  • Configure platform components (process models, interfaces, records, integrations) to deliver the Crash Causal Factors Program PoC scope.
  • Lead platform upgrades, patching, and configuration management across the base period and option periods.
Authentication, Authorization, and Workflow
  • Implement FMCSA user authentication using DOT MyAccess and external user authentication using Login.gov.
  • Implement role-based access for authenticated users.
  • Implement the case workflow that tracks records through the handling process and enables effective FMCSA response.
  • Build and maintain workflow notifications, escalations, and audit trails.
File Handling, Data Integration, and APIs
  • Build file upload and storage capability for narrative reports, images, and videos in multiple file formats, with metadata association.
  • Integrate with the FMCSA data platform to store and retrieve information.
  • Build APIs that consume data from external sources, including State PCR Repository, SafeSpect, and downstream consumers such as TruData and the CCFP Analysis Datamart.
  • Tune platform configuration and integration patterns to meet industry benchmarks for end-to-end response times.
Discovery, Design, and Documentation
  • Provide expert technical knowledge during user story decomposition and refinement in JIRA.
  • Author the high-level design and the Detailed Technical Design Document.
  • Contribute to the Story Map and Release Plan deliverables in the Discovery task.
  • Document platform configuration, integration points, and operational runbooks.
Agile Delivery, UAT, and Sustainment
  • Participate in sprint planning, standups, reviews, and retrospectives as a member of the single integrated software development team.
  • Lead Sprint Demos and own Product Increment delivery at the end of each sprint.7.
  • Support User Acceptance Testing, including environment preparation, test data, accounts, and defect triage to resolution.4.1.2.
  • Lead Sustainment activities, including delivery of a minimum of twelve production-ready releases per sustainment period.
Security, ATO, and Platform Compliance
  • Apply NIST SP 800-53 controls during platform configuration and application build.
  • Implement FIPS 140-2 validated cryptographic modules for external transmission.
  • Support the Security Assessment and Authorization (A&A) process to obtain ATO.
  • Subscribe to and act on US-CERT bulletins within 48 hours.
Required Qualifications
Education
  • Bachelor's degree required in Computer Science, Software Engineering, Information Systems, or a related technical field.
  • Equivalent combinations of vendor certifications and demonstrated professional experience will be considered in place of a degree.
Experience Levels
  • Seven or more years of professional software development experience, with a minimum of three years as a senior or lead developer on federal IT efforts.
  • Demonstrated hands-on build experience on a Business Orchestration and Automation Technologies (BOAT) or low-code platform such as Appian, Pega, ServiceNow, Microsoft Power Platform, OutSystems, Mendix, or Unqork.
  • Demonstrated experience integrating low-code applications with external systems using REST and SOAP APIs, identity providers, and document stores.
  • Experience implementing federal single sign-on patterns using Login.gov, SAML, and OIDC.
  • Experience supporting a Security Assessment and Authorization (A&A) effort that resulted in ATO for a FISMA Moderate or higher system.
Technical Knowledge
  • Working knowledge of AWS application services applicable to FMCSA's AWS VPC environment, including EC2, S3, RDS, API Gateway, and Lambda.
  • Working knowledge of process modeling, business rules, and form design within at least one named BOAT platform.
  • Familiarity with JIRA, Confluence, and CI/CD pipelines (Azure DevOps, Jenkins, or GitHub Actions) applied to low-code release artifacts.
  • Working knowledge of FIPS 140-2, FIPS 199, NIST SP 800-53, and DOT Order 1351.37 obligations.
  • Familiarity with DOT MyAccess and Login.gov integration patterns.
Preferred Qualifications
  • Platform-specific senior developer certification on the proposed BOAT platform (for example, Appian Certified Senior Developer, Pega Certified Senior System Architect, ServiceNow Certified Application Developer, or Microsoft Power Platform Developer Associate / Solution Architect Expert).
  • AWS Certified Developer Associate or AWS Certified Solutions Architect Associate.
  • Certified ScrumMaster (CSM) or SAFe Practitioner.

Security Requirements
  • Must pass and maintain the background investigation required by DOT and FMCSA for contractor personnel with access to Sensitive PII, consistent with DOT Order 1630.2B.
  • Completion of annual DOT Security Awareness Training and any FMCSA-mandated specialized training.
  • U.S. citizenship may be required, consistent with FMCSA contractor policy and access to Sensitive PII systems.
  • Execution of the Non-Disclosure Statement (NDS) before assignment.

Salary
  • $154,000 - $190,000 commensurate with background and experience.
